Chief Bingham has a Master’s Degree in Management with graduate certificates in Public Management and in Human Resource Management from St. Thomas University. He is a graduate of the National Fire Academy’s Executive Fire Officer Program and participated in the Senior Executive Institute program conducted by the Weldon Cooper Center for Public Service at the University of Virginia. Bingham was also selected as a Fellow to the John F. Kennedy School of Government, Harvard University in June 2008.

His session, Fire Service Leadership Beyond 2010: New Expectation, Perceptions, and Challenges, will be presented Thursday, August 26 at 7:00 am. His session explores the impact of the current recession and the associated diminished public perception and support.  It focuses and ties together effective labor management practices, firefighter safety, succession development, and change management and relates these issues to leadership initiatives.
